When making up a new or replacement wiring harness or loom you should always use a non-stick loom tape. It has no adhesive as such, but you stretch it around the wiring and it clings to itself. At the end of a long piece it is acceptable to finish it off with a single wrap of insulating tape or heat shrink.
Many DIY bike mechanics wrap great swathes of PVC insulation tape around wiring which degrades over the years and one is left with an unholy sticky mess which is a nightmare to clean up. Isopropyl alcohol is the best to remove such a mess, but it's so much better if you do the job properly in the first place.
